A blank year for Africa (English, German, French)

Une année blanche pour l’Afrique noire

L’info n’aura guère fait de vagues. Diffusée hier lundi, une dépêche AFP annonce sobrement que la Fondation Mo Ibrahim s’abstient cette année de décerner son « prix de la bonne gouvernance en Afrique. » Faute de lauréat jugé digne d’un tel honneur, le comité compétent, que préside le Ghanéen Koffi Annan, ancien secrétaire général de l’ONU, a préféré à juste titre ne pas brader un trophée attribué en 2007 à l’ex-président du Mozambique Joaquim Chissano -aujourd’hui médiateur inlassable de l’imbroglio malgache-, l’année suivante à son homologue botswanais Festus Mogae, ou encore au Sud-Africain Nelson Mandela pour l’ensemble de son œuvre.

Cette abstention n’a rien d’un non-événement. Au contraire : elle en dit plus long sur la spirale régressive dans laquelle s’aventure le continent africain qu’un rayonnage entier de thèses et de sermons. Si, plutôt que d’honorer la vertu, le Britannique d’origine soudanaise Mohamed Ibrahim, richissime magnat des télécoms, s’amusait à récompenser le vice, il ne manquerait pas de prétendants 2009.

Sont nominés :

  • pour la palme de la sauvagerie, le Guinéen Moussa Dadis Camara ;
  • pour le grand prix du putsch sanctifié par les urnes, le Mauritanien Mohamed Ould Abdelaziz ;
  • pour le glaive d’or du bricolage constitutionnel, le Nigérien Mamadou Tandja ;
  • pour l’isoloir d’argent de la fraude électorale, le Gabonais Ali Bongo Ondimba ;
  • pour le hochet de bronze du meilleur espoir dynastique, le Sénégalais Karim Wade et le Libyen Seif al-Islam Kadhafi.

Qui l’eut cru ? Outrageusement dominé par l’Afrique francophone, ce palmarès imaginaire reflète aussi la reddition, sur le front de la « rupture » tant promise, de Nicolas Sarkozy, plus attentif aux oracles de ses sorciers blancs -Claude Guéant et Robert Bourgi en tête- qu’aux appels des démocrates africains.

A défaut de ceindre de lauriers un front méritant, la Fondation Mo Ibrahim a publié pour la troisième fois son indice annuel de la Gouvernance africaine. Instructif. Sur 53 pays classés, le Tchad figure au 52e rang. Le Congo-Kinshasa est 50e, la République centrafricaine 48e, la Côte d’Ivoire 47e, la Guinée-Conakry 44e, le Congo-Brazzaville 41e… Qui dit pire ?

Ein schwarzes Jahr für die Schwarz-Afrika

News haben kleine Wellen gemacht. Broadcast gestern am Montag, ein AFP-Versand angekündigt nüchtern, dass die Mo Ibrahim Foundation nicht in diesem Jahr seine “Preis für gute Regierungsführung in Afrika zu vergeben. “Ohne Sieg für würdig erachtet diese Ehre, wählte den zuständigen Ausschuss, der ghanaischen Kofi Annan, ehemaliger Generalsekretär der Vereinten Nationen unter dem Vorsitz Recht nicht zu verkaufen ein Trophäe im Jahr 2007 auf dem ehemaligen Präsidenten Joaquim Chissano von Mosambik, heute unermüdlicher Vermittler der Verwicklungen, Madagaskar, im Jahr nach seinem Gegenstück Botsuana Festus Mogae, oder in Südafrika Nelson Mandela für sein Werk.

Dieser Verzicht ist nicht ein Nicht-Ereignis. Im Gegenteil: Es sagt mehr über die regressiven Spirale Ventures, in denen den afrikanischen Kontinent ein ganzes Regal mit Thesen und Predigten. Wird statt der Tugend der britischen sudanesischen Mohamed Ibrahim, einem wohlhabenden Telekom-Tycoon, Ehre war amüsiert dem Laster zu belohnen, wäre er sicherlich Anwärter 2009.

Nominierten sind:

  • die Palme der Wildheit, der guineischen Dadis Musa Camara;
  • für den Hauptpreis Staatsstreich durch die Wahlurne, die mauretanischen Mohamed Ould Abdelaziz geheiligt;
  • für das goldene Schwert des verfassungsrechtlichen Basteln, Niger Mamadou Tandja;
  • für den Isolator-Silber Wahlbetrug, Ali Bongo von Gabun;
  • für die Bronze-Rassel dynastischen beste Hoffnung, Karim Wade Senegal und Libyen Seif al-Islam Gaddafi.

Wer hätte das gedacht? Unverschämt dominiert von frankophonen Afrika, dieses Ranking spiegelt auch die fantasievolle Darstellung auf der Vorderseite der “Bruch”, wie versprochen von Nicolas Sarkozy, näher an das Orakel von seinem weißen Hexe und Robert-Claude Guéant Bourgi Gesicht, daß fordert die afrikanischen Demokraten.

Andernfalls für eine vordere gird Lorbeeren verdient hat der Mo Ibrahim-Stiftung zum dritten Mal den jährlichen Index of African Governance veröffentlicht. Informative. Von 53 Ländern geordnet, Tschad ist der 52.. Der Kongo – Kinshasa ist der 50., der 48. Zentralafrikanische Republik, Côte d’Ivoire 47., Guinea-Conakry 44., im Kongo – Brazzaville 41. schlimmer … Wer sagt das?

News have made little waves. Broadcast yesterday on Monday, an AFP dispatch announced soberly that the Mo Ibrahim Foundation fails this year to award its “price of good governance in Africa. “Without winning deemed worthy of this honor, the appropriate committee, chaired by the Ghanaian Kofi Annan, former Secretary General of the UN chose rightly not to sell off a trophy awarded in 2007 to former President Joaquim Chissano of Mozambique, today tireless mediator of the imbroglio, Madagascar, the year following his Botswana counterpart Festus Mogae, or in South Africa Nelson Mandela for his body of work.

This abstention is not a non-event. On the contrary: it says more about the regressive spiral ventures in which the African continent as a whole shelf of theses and sermons. If, rather than honor the virtue of the British Sudanese Mohamed Ibrahim, a wealthy telecoms tycoon, was amused to reward vice, he would surely contenders 2009.

  • to the palm of savagery, the Guinean Dadis Musa Camara;
  • for the grand prize coup sanctified through the ballot box, the Mauritanian Mohamed Ould Abdelaziz;
  • for the golden sword of constitutional tinkering, the Niger Mamadou Tandja;
  • for the insulator-Silver electoral fraud, Ali Bongo of Gabon;
  • for the rattle of bronze dynastic best hope, Karim Wade of Senegal and Libya Seif al-Islam Gaddafi.

Who would have thought? Outrageously dominated by Francophone Africa, this ranking also reflects the imaginative rendering on the front of the “rupture” as promised by Nicolas Sarkozy, closer to the oracles of his white witch-Claude and Robert Guéant Bourgi face-that calls for African democrats.

Failing to gird for a front deserves laurels, the Mo Ibrahim Foundation has published the third time the annual Index of African Governance. Informative. Of 53 countries ranked, Chad is the 52nd. The Congo – Kinshasa is 50th, the 48th Central African Republic, Côte d’Ivoire 47th, Guinea-Conakry 44th, the Congo – Brazzaville 41st worse … Who says?
