Chronique diplomatique Il n’y a pas de démocratie sans parti pris… demander à l’union européenne

L’Union Européenne et les Etats-Unis, croient dominer le monde, en pensant que la démocratie est le seul chemin de la stabilité. Aux africains, ils ajoutent le slogan ‘’transparence’’. En réalité, l’Union Européenne et les Etats-Unis savent très bien, que le ‘’réel’’ de ce comportement politique est une grande image qui n’a pas de forme. Mais la France et les Etats Unis particulièrement s’obstinent à outrance, pour mieux intimider, surtout les gouvernants africains. L’Union Européenne, elle, attend les conflits et les échéances électorales en Afrique pour durcir sa ‘’pensée démocratique’’ surtout dans les modifications des aides bilatérales et budgétaires. Tandis que les Etats Unis suivent de près l’évolution classique de la situation politique en Afrique, avec des menaces de ne pas reconnaître le régime qui sera mis en place. Mais d’où vient cette fluidité politique et diplomatique agaçante de l’Union Européenne et des Etats Unis dans un ‘’débat démocratique’’ africain qui se passe à 30 mille, ou 50 mille kilomètres de l’occident ? Le choc ne laisse aucun africain indifférent quand on sait que le Tchad, Madagascar, le Zimbawé, l’Algérie, la Guinée-Conakry, la Côte d’Ivoire ont leurs propres valeurs de démocratie où la France veut imposer sa fausse morale politique. Il est préférable de le savoir, quand le Ghana, le Sénégal, le Maroc, l’Angola, la Lybie, l’Iran ont leurs propres automatismes politiques et diplomatiques, là où les Etats Unis imposent, envahissent et dominent pour des faux calculs économiques. Parfois la Maison Blanche déclenche des croisades au nom des préjugés et se mêler de l’histoire du Proche-Orient. Ce comportement démocratique de l’Union Européenne et des Etats-Unis est simplement romantique et même très allusif. Les Etats-Unis et l’Union Européenne le savent. Eux qui commercialisent dans le même temps avec les 53 Etats africains dont une quarantaine de chef d’Etats sont au pouvoir par les armes. En réalité, il n’y a pas démocratie sans parti-pris. Je le dis honnêtement que la démocratie telle que je la vois curieusement ‘’enseignée’’ par les occidentaux est un vide actif, enveloppée d’un vulgaire mouvement dont les traces se transforment en violente hystérie politique en Afrique. Les africains naïfs et qui n’ont rien compris tombent dans la divagation. Cette démocratie « à parti-pris » raffole surtout la France qui, souvent trouve un partenaire : l’opposition africaine que l’Elysée manipule. Un véritable tableau à recopier. Dans ce paysage de démocratie à parti-pris, l’opposition politique, quelle que soit en Iran, au Mali, au Togo, en Tunisie au Zimbabwe, en Côte d’Ivoire jouera la saison de la destruction, avec exactement pour mission essentielle de faire ‘’tomber’’ le gouvernement en place, pour faire plaisir à l’Elysée ou au département d’Etat américain. Mais le fond est un véritable jeu : nourrir en douce l’économie des pays de l’Union Européenne et porter l’animation de la dimension d’esprit politique de la Maison Blanche. C’est pourquoi, je souris quand l’Union Européenne et les Etats Unis exigent la démocratie aux autres continents : une simple poésie stricte, loin de la sincérité des relations internationales. Une démocratie commanditée, bien fermée, accompagnée d’un sourire d’intelligence narcquoise. A l’arrivée l’Union Européenne et les Etats Unis se moquent de l’Asie, de l’Afrique et des autres continents. Comment la France peut-elle être attachée à la démocratie et soutenir l’Aghan Hamid Kharzaï, décrié par les occidentaux eux-mêmes ? Comment l’Union Européenne peut-elle vivre harmonieusement paisible avec le Nigérien Mamadou Tandja, le malgache Andy Rajoeline qui font de la démocratie un outil de chasse à l’homme ? Si la démocratie est vraiment une expérience spirituelle pour l’Union Européenne, pourquoi ne pas féliciter l’ivoirien Laurent Gbagbo dont le pays la Côte d’Ivoire est le seul Etat en Afrique, a avoir une commission électorale indépendante, dirigée par l’opposition politique ? En tout état de cause, l’Union Européenne et les Etats Unis ne sont pas des paradis naturels politiques et diplomatiques. Aujourd’hui, dans ce monde de globalisation, l’Union Européenne et les Etats Unis doivent céder au désir que chaque pays, chaque continent à sa valeur de démocratie. Et ce plaisir doit se partager dans une complicité de partenariat. A mon avis, cela peut aider à comprendre que ce qui est bon pour l’Union Européenne et les Etats Unis n’est pas forcément bon pour tout le monde. Moi, en tout cas, je propose que les Etats-Unis et l’Union Européenne quittent leurs coquilles à « démocratie avec parti-pris ».
